A former Baltimore City (Western and Northern Districts) and Crofton, Maryland Police Officer and Kingwood, West Virginia Chief of Police - Joel has also served as General Manager of Alpine Lake, a gated and guard protected full seasons and golf Resort, residential community, and conference center in Terra Alta, West Virginia and as a Security Consultant based in Morgantown, West Virginia.

Joel has been certified as a Drug Abuse Resistance Education (D.A.R.E.) Instructor.

He was Vice-Chairman of the multi-jurisdictional Tygart Valley Narcotics and Violent Crime Task Force.

Joel was appointed to the 2015-2016 term of the Morgantown West Virginia daily newspaper's Community Advisory Board and as such was a featured guest editorial columnist in The Dominion Post. He is a regular contributor to the law enforcement magazines The Blue Magazine/NJ and NY Blue Now serving as Editor-in-Chief and national online columnist. He has interviewed and had conversations with President Donald Trump, Tom Homan, Rudy Giuliani, Sheriff David Clarke (Ret.), the late Bernie Kerik, and many other esteemed leaders with impacts on law enforcement.

Joel makes his home in Masontown West Virginia with his wife and family pets.
